Marvelkids Website and Hello Kitty Carnival Mobile App Charged with Violations of the Children’s Online Privacy Protection Act

The Center for Digital Democracy (CDD) today requested that the Federal Trade Commission (FTC) investigate and take enforcement action against two major players in the children’s online media marketplace: the Marvelkids.com website and the Hello Kitty Carnival mobile phone application. Neither Marvel Entertainment (a subsidiary of the Disney Corporation) nor Sanrio Digital (a joint venture of Typhoon Games, Ltd. and Sanrio Company) provides adequate notice or obtains verifiable parental consent prior to collecting, using, or disclosing personal information about its child users, as required by the Children’s Online Privacy Protection Act (COPPA). CDD’s filings come on the eve of the one-year anniversary of the revised COPPA Rule that enables parents to have greater control over their children’s personal data in the evolving online and mobile landscape.
