What makes the Internet a place that Americans, conservatives and liberals alike, point to as an example of how things ought to work? What regulation, deregulation, unregulation, whatever, made it so that this dynamic and open platform developed as it did? And as the Internet enters its adolescence -- as it matures from the first hesitant steps of its dial-up infancy to the exuberance and freedom of broadband -- how do we keep it this way?
